We were at Gibraltar on the way back from the Med last year. I forget the price but it is a duty free zone so you can only bring back to the UK the duty free limits- 200 cigarettes I believe. You may well find that you can get cheap ciggies at the various ports on the trip anyway- though not quite as cheap- and as they are duty paid they don't count against the limit. As you are visiting Gib on the way out there would be nothing to stop you getting more and consuming en route. The rooms are perfectly safe.
They are about £9 per carton but you are allowed only one carton from Gib. Customs are quite hot at Southamption and there were lots of suitcases full of cigs opened on my last trip.

1999 per person. You can take them on the ship and they are about 10 pounds a carton of 200. If Gibraltar is your first port then buy them for your own use, far cheaper than any E.U country. When you buy in any other E.U country get a receipt. Because when you get back to Southampton you will have to show receipt that the cigarettes were bought legally. 200 each is the limit from Gib. We have seen no end of cigarettes piled up at customs on our return. (What happens to them is anyones quess!) No limit if bought in the E.U. as far as we know for your own personal consumption. But prices are about £30. Far cheaper than the U.K.
My wife smokes and we brought back more than i should mention. We bought ours on Independence of the Seas at 40 dollars per 400. That is approx £10.00 per 200 (B&H)cheaper than Gibraltar. There are no customs to go thru at Gib and you can take them onto the ship. They are not bothered about cigs. The only problem is back at Southampton when yoy go thru customs. You are only allowed 200 each because you are outside the EU when on Royal Caribbean.
Cigs are very cheap in Gibralta but you are only allowed to bring back 200 per person back into the U.K. You will be allowed to take them onboard if on a P.O.ship
If you buy your cigs in Spain or any EU country so long as you buy duty paid not duty free you are allowed to bring 3200 per person without any problem.
Do not listen to anyone who tells you that the customs dont bother to check you. We have cruised 3 times this year to the Med Baltics and carribean and the customs were very keen numerous people were stopped.
Dont buy cigs onboard ship as they are duty free and you are only allowed 200.
