Smoking is still allowed in staterooms onboard the QE2. Whilst there are smoking sections in all restaurants, apart from the Princess Grill, on the QE2. Elsewhere, the starboard side areas of the public bars and lounges (where possible) are designated smoking areas. As for pipes and cigars, these can be smoked each evening in the Golden Lion and designated areas of the Crystal bar aboard QE2. However all the cruise companies are reviewing their policy on where smoking will be allowed in the future and no doubt Cunard are one of those. Any goods purchased at the ports can be brought on board, although alcohol might be taken from you and not returned until the end of the cruise, usually though wine is not a problem so long as it is only 1/2 bottles but the latest information on both these issues should be made clear when you join the ship.
